China Unveils Global AI Governance Action Plan at World AI Conference in Shanghai

The 2025 World AI Conference and High-Level Meeting on Global AI Governance concluded today in Shanghai, drawing over 1,200 industry leaders, government officials, researchers, and investors from 30 countries. Centered around the theme “Global Solidarity in the AI Era,” the three-day event highlighted international collaboration on artificial intelligence (AI) development and governance.

During the conference, China released the Global AI Governance Action Plan, calling for multilateral cooperation among governments, international organizations, businesses, and research institutions to foster safe, inclusive, and sustainable AI development. The plan emphasizes open innovation, ethical standards, infrastructure sharing, and bridging the global AI divide.

Key Highlights of the Action Plan:

  1. Seizing AI Opportunities – Accelerating digital infrastructure and AI adoption to support the UN 2030 Agenda for Sustainable Development.
  2. Promoting Open Innovation – Encouraging international collaboration in AI research, reducing technological barriers, and expanding “AI Plus” application scenarios.
  3. Empowering Industries – Driving AI integration in healthcare, education, agriculture, smart cities, and autonomous driving.
  4. Bridging the Digital Divide – Supporting Global South nations in AI capacity building and ensuring equitable access to AI technologies.
  5. Ensuring AI Safety & Ethics – Establishing risk assessment frameworks, traceability mechanisms, and global standards to prevent misuse of AI.
  6. Global Digital Compact Alignment – Backing UN-led initiatives, including the proposed Independent International Scientific Panel on AI and Global Dialogue on AI Governance.

H.E. Mr. Kong Xianhua, Chinese Ambassador to the Maldives, stated that the plan reflects China’s commitment to multilateralism and fostering “AI for good and for all.”
